DISCUSSION
City Council approval is requested to enter into a contract with White Cap, LP (White Cap), for the furnishing and delivering of as-needed construction equipment, materials, and supplies. These items will be used for maintenance of the public right of way. Historically, the City of Long Beach (City) in-house Concrete Program has only handled patching or replacing small sections of sidewalk. The Public Works Department (Public Works) is piloting expanding the scope of services provided to include repairing larger sections of sidewalk, curb and gutters, driveways, and alleys. This will require more specialty products, such as concrete add mixes, personal protective equipment (PPE), and tools, to be sourced. Other maintenance programs will also utilize this contract to procure industrial grade items not available from existing contracts.

Public Works researched procurement options for as-needed construction equipment, materials, and supplies and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. The City reviewed the cooperative agreement options and determined that the contract between Sourcewell with White Cap provided the best value to the City.
