Recommendation to authorize City Manager to execute all documents and any subsequent amendments with the Children’s Dental Health Clinic of Long Beach to contract with the City of Long Beach, through the Department of Health and Human Services, to provide services for a Dental Disease Prevention Program, in the amount of $69,722 for a period of one year, commencing May 1, 2007 through April 30, 2008; and increase appropriations in the Health Fund (SR 130) and the Department of Health and Human Services (HE) by $84,481. DISCUSSION
LA Care Health Plan has awarded grant funds to the Children's Dental Health Clinic (CDHC), a non-profit organization based in Long Beach, through the Community Benefit Program for an Oral Health Initiative. The Children's Dental Health Clinic as lead agency, will contract with the City of Long Beach for $69,722 for services to be provided by the Department of Health and Human Services (Health Department) Children's Dental Disease Prevention Program (Smile Bright) for a one-year period.
The Health Department Smile Bright Dental Disease Prevention Program is an oral health education and intervention program that targets pre-kindergarten through fifth grade students who attend Long Beach schools with high percentages of low-income children. The Smile Bright Program consists of a health educator who provides classroom education sessions on flossing, brushing, and prevention of dental disease and injury; and a dental hygienist who performs screening and dental sealant applications in the school settings. The LA Care grant will fund these staff and services for approximately 700 students (500 2nd grade and 5th grade students will receive screening for eligibility for sealant applications, with at least 300 of the 500 receiving dental sealants, and 200 preschoolers receiving fluoride varnish applications).
