TITLE
Recommendation to adopt Specifications No. ITB FS15-143 and award a contract to Golden West Towing Equipment LP, of Fullerton, CA, for the purchase of two CNG-fueled wheel lift tow trucks, in a total amount not to exceed $212,550, inclusive of taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Golden West Towing Equipment for the purchase of two CNG-fueled wheel lift tow trucks. The trucks will provide towing services for the Police, Public Works and Development Services Departments in the enforcement of traffic laws and code regulations. Sufficient replacement funds have been collected to replace the older units. The cost of the CNG systems on the trucks is covered by AB2766 Motor Vehicle Subvention Program grant funding. This equipment is part of the approved replacement plan for FY 15.
The bid was advertised in the Press-Telegram on June 28, 2015, and 1,045 potential bidders specializing in transportation, automotive parts and services were notified of the bid opportunity. Of those bidders, 10 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing
. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups. Two bids were received on July 15, 2015. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local). Golden West Towing Equipment LP, of Fullerton, CA (not an MBE, WBE, SBE, or Local), was the lowest responsible bidder.
