TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Temporary License Agreement with GCC Long Beach, LLC, for the use of the parking lot area adjacent to 2019 East Wardlow Road, for fire apparatus driver training and driver testing, from May 10, 2021 through June 25, 2021. (District 5)

DISCUSSION
On July 14, 2020, the City Council authorized a lease agreement with GCC Long Beach, LLC, for the use of the premises at 2019 East Wardlow Road as the temporary location of Fire Station 9. The Long Beach Fire Department (LBFD) will be conducting its Fire Engineer Academy (Academy) from May 10 through June 25, 2021. Components of the Academy will take place at the David Rosa Regional Fire Training Center. However, the LBFD requires additional space that will better prepare candidates for the more complex and rigorous performance components of the position of Fire Engineer. The parking lot area adjacent to 2019 East Wardlow Road, which is not part of the above referenced lease agreement, was identified as an available location that can accommodate the apparatus driver training and testing for the Academy.

This matter was reviewed by Deputy City Attorney Sarah H. Green on April 15, 2021 and by Budget Management Officer Rhutu Amin Gharib on April 18, 2021.

TIMING CONSIDERATIONS
City Council action is requested on May 4, 2021, so the property may be used by the May 10, 2021 commencement of the Academy.

FISCAL IMPACT
This recommendation enters into a Temporary License Agreement with GCC Long Beach, for the use of the parking lot adjacent to 2019 East Wardlow Road during the 2021 Fire Academy. The cost of the lease for the duration of the parking lots use is $1.00, and will be funding with Measure A funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
