DISCUSSION
City Council approval is requested to amend Contract No. 35644 with PP-CA LP, dba Long Beach Animal Emergency (LBAE), to continue providing emergency after-hours veterinary services for the Parks, Recreation and Marine Department (PRM) by increasing the annual contract amount by $50,000 with a 15 percent contingency in the amount of $7,500, for a revised total annual contract amount not to exceed $345,000 for the current term and any subsequent renewal periods.

On March 10, 2020, the City Council awarded a contract to LBAE for providing emergency after-hours veterinary services for a period of two years, with the option to renew for three additional one-year periods, in an annual amount not to exceed $287,500 inclusive of a 15 percent contingency. PRM’s Animal Care Services Bureau (ACS) implemented the Compassion Saves model of saving all healthy and treatable dogs and cats. The number of animals in the care of ACS has increased and continues to rise. Given the nature of 24-hour emergency services, LBAE’s location within the city is critical to provide emergency care quickly and efficiently for animals which is an essential component to the successful implementation of Compassion Saves.
