TITLE
Recommendation to authorize City Manager or designee to accept an easement deed for storm drain purposes; and authorize a quitclaim of the easement to the County of Los Angeles, related to the development of Douglas Park. (District 5)
DISCUSSION
A master drainage plan was prepared for the development of Douglas Park incorporating a storm drain "backbone" main line along the southerly perimeter of the project area. This main line is to be built by the developer with inspection and approval by both the County of Los Angeles and the City of Long Beach. Upon completion, the developer will convey an easement to the City. Other portions of this system were similarly acquired by the City between 2005 and 2007. The portion to be acquired through this action is shown on the attached Exhibit A. The City will quitclaim its easement to the County of Los Angeles for long-term maintenance upon completion of the backbone system.
In conformance with the California Environmental Quality Act, Environmental Impact Report No. 2001051048 was certified for this project.
This matter was reviewed by Deputy City Attorney Linda Trang on October 5, 2008 and Budget Management Officer Victoria Bell on November 6, 2008.
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
FISCAL IMPACT
A document processing fee of $490 was paid by the developer and deposited in the General Fund (GP) in the Department of Public Works (PW).
