TITLE
Recommendation to receive and file Contract No. 36325 and the First through Ninth Amendments to Contract No. 36325 with Long Beach City College Foundation for the use of stadium facilities for COVID-19 testing and vaccination sites for the Health and Human Services Department, in the amount of $755,000 through September 30, 2022, made pursuant to Chapters 2.69 and 2.85 of the Long Beach Municipal Code (LBMC) and in response to the proclaimed emergency for COVID-19;
Authorize City Manager, or designee, to execute all documents necessary with Long Beach City College Foundation for the use of stadium facilities for COVID-19 testing and vaccination for the duration of the COVID-19 emergency; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $206,519, offset by grant revenue. (Citywide)
DISCUSSION
On March 10, 2020, the City Council recognized that an emergency existed and unanimously passed a Resolution ratifying the City Manager’s Proclamation of Local Emergency and the Public Health Officer’s Declaration of Local Health Emergency due to the COVID-19 pandemic. Pursuant to LBMC Chapters 2.69 and 2.85, the City Manager has the authority to approve purchases of up to $1,000,000 for goods or services related to a proclaimed emergency.
In response to the serious and imminent threat of an outbreak of COVID-19, it was determined that the City of Long Beach needed to enter into rental/lease agreements with Long Beach City College Foundation (Long Beach City College) for the use of parking lots and building facilities to set up emergency COVID-19 testing and vaccination responses, as well as activating the mobile hospital as a Rapid Assessment Clinic. On April 3, 2020, the Facility Use Agreement was conformed with Long Beach City College.
