TITLE
Recommendation to adopt Plans and Specifications No. R-6703 for the Citywide Local Street Program Area 5; authorize City Manager to award the contract to Palp, Inc., dba Excel Paving Company, in an estimated amount of $1,468,235, plus a 25 percent contingency amount, if necessary; and execute all necessary documents related to the contract. (Districts 1,2,3,4,5)
DISCUSSION
The streets included in this project (see attached map) have been in the City’s backlog of residential streets to be repaired since 1984. This is the third in a series of projects to be completed this year, in an effort to reduce the backlog of residential street repairs citywide. The rehabilitation project consists of cold milling, resurfacing and reconstructing the pavement, constructing curbs, gutters and curb ramps, tree pruning, and installing root barriers, new pavement markings and loop detectors.
City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite the project implementation. The project was advertised for bids on March IO, 2006, and bids were opened on April 5, 2006. Information regarding the bid and Palp, Inc., doing business as Excel Paving Company, is provided on the attached contract awards document. Due to the existing pavement’s poor condition, it is recommended that a 25 percent contingency be utilized for any unforeseen circumstances.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on April 11, 2006, and Budget Management Officer David Wodynski on April 19, 2006. In accordance with the California Environmental Quality Act, Categorical Exemption Numbers CEP-26-06, CEP-32-06, and CEP-279-06 have been issued for this project.
TIMING CONSIDERATIONS
