DISCUSSION
The Technology Services Department purchases telecommunications system equipment and services to maintain the physical infrastructure for local and long distance telephone services and data communication services. Items such as routers, repeaters, telephone switches, cable and telephone sets are needed to ensure reliable voice and data communications. Purchasing the equipment from a vendor who also provides installation and maintenance services allows the City to more quickly respond to requests.

Section 1802 of the City Charter permits the City to participate in joint and cooperative purchasing agreements by adoption of a resolution of the City Council authorizing purchases under contracts entered into by other governmental agencies, such as the State of California. These California Multiple Award Schedule (CMAS) state contracts set price caps on the equipment and services purchased there under, ensuring that City of Long Beach prices are based on competitive rates. The proposed Resolution allows purchases under the CMAS contracts for as long as they are in effect. Notwithstanding the foregoing, the City's participation in CMAS may be terminated at any time with 30 days' prior written notice. Maintenance for a three-year term is also included in the agreement.
