DISCUSSION
City Council approval is being requested authorizing the City Manager to execute a contract for the purchase of four BMW motorcycles with the option to purchase four additional BMW motorcycles for the Long Beach Police Department within a 12-month period.

Of the four units to be replaced, three are out of service due to damage and are non-repairable. The fourth unit has exceeded the Department of Public Works, Fleet Services Bureau, replacement requirements (age, mileage and condition), thus, making repairs too costly. Motorcycle units are given a life expectancy of five years; the current units for replacement are six years old.

The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

The Department of Public Works, Fleet Services Bureau, investigated procurement options and learned that the State of California had completed a competitive bid process for police-certified motorcycles and has a contract with RCA Investments, DBA Long Beach BMW, that meets the City's needs. This cooperative purchase agreement will facilitate the timely acquisition of these motorcycles and provide cost benefits to the City.
