TITLE
Recommendation to refer discussion and potential support of SB 360 (Padilla), relating to certification of publicly owned voting systems, to the State Legislation Committee.
 
DISCUSSION
The Los Angeles County Registrar of Voters is requesting that jurisdictions that conduct federal, state and local elections support SB 360 (Padilla).  SB 360 seeks to streamline the process for voting system certification in California and would allow for the development of publicly owned voting systems that use non-proprietary software and risk limiting audits.  Senator Padilla's SB 360 fact sheet attached.
 
The City Clerk Department views SB 360 as legislation that will assist the Registrar of Voters in developing a voting system that may provide the City of Long Beach, and other municipalities in Los Angeles County, with cost-effective and responsive local control municipal election alternatives in the next five to seven years.
 
TIMING CONSIDERATIONS
SB 360 is set for hearing before the Senate Committee on Appropriations on May 13, 2013; and consideration of the City's position by mid-June is requested.

None.
