TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including any subsequent amendments, with the State of California Department of Health Care Services, the amount of the contract based solely on usage, to provide AIDS Drug Assistance Program (ADAP) services, for the period of July 1, 2020 through June 30, 2023. DISCUSSION
Since the beginning of the HIV/AIDS epidemic, the City of Long Beach Health and Human Services Department (Health Department) has provided services through the California AIDS Drug Assistance Program (ADAP). Established in 1987, ADAP assists uninsured or under-insured HIV-positive individuals with access to health insurance premium assistance and medications used to treat the disease, which helps prevent the spread of HIV and the onset of related opportunistic infections.
The Health Department’s annual efforts ensure that approximately 4,000 medications are dispensed by community pharmacies to individuals living with HIV. These disease-controlling medications total more than $2 million, and health insurance premiums total more than $230,000. Without continued access to these medications and health insurance coverage, the mortality and morbidity of those living with HIV, and the transmission and acquisition of HIV, would be gravely increased.
The proposed agreement will allow the Health Department to continue to claim reimbursement for the provision of ADAP Services. The term of the agreement is July 1, 2020 through June 30, 2023.

TIMING CONSIDERATIONS
City Council action is requested on August 11, 2020, to continue the program without interruption.
