Recommendation to authorize City Manager to execute contracts with the College of Instrument Technology in the amount of $200,000 and Camino Real Career College in the amount of $150,000 to provide heavy equipment operator and truck driver training for adult and dislocated worker participants for the period of June 1, 2006 through May 31, 2007. (Citywide)
DISCUSSION
The Workforce Investment Act (WIA) funds received annually by the City are
administered by the Department of Community Development through the Workforce
Development Bureau (Bureau). These funds support job training programs and
business services delivered by the Career Transition Center (CTC), the Youth
Opportunity Center, and selected community-based organizations to assist local
residents acquire skills leading to employment in demand by local employers.
The Bureau utilizes available labor market information and targeted local industry
reports to monitor hiring trends and ensure skill training leads to local employment
opportunities. Employment Specialists also utilize this data to counsel participants
regarding appropriate career choices. Accordingly, heavy equipment operators and
truck drivers continue to be among the occupations most in demand in Los Angeles
County.
With the exception of employer and on-the-job training, WIA participants select training
available through providers approved in the State’s Eligible Training Provider List
(ETPL). Among the providers listed on the ETPL, the College of Instrument Technology
in Bellflower and the Camino Real Career College in La Puente are frequently selected
by participants due to their proximity to Long Beach and the quality of the courses
available. To continue utilizing these two training entities for WIA activities, the Bureau
is requesting authorization to contract with each entity from June 1, 2006 through May
31, 2007.
