TITLE
Recommendation to authorize City Manager to execute an amendment to Contract No. 29953 with Professional Police Supply Inc., dba Adamson Industries, to increase the annual not to exceed amount by $80,000 for the purchase of Police Vehicle Auxiliary Equipment. (Citywide)

DISCUSSION
City Council approval is being requested to increase Contract No. 29953 with Professional Police Supply Inc., DBA Adamson Industries to purchase and deliver Police Vehicle Auxiliary Equipment to complete the outfitting of Police and Fire safety vehicles currently in our inventory.

In December of 2006, the Purchasing Division of Financial Management, in accordance to City Charter and Financial Policies and Procedures 3-1.4, solicited bids through a competitive process for police vehicle auxiliary equipment. Adamson Industries, a women-owned business of Costa Mesa, California was the lowest responsible bidder.

On February 6, 2007, City Council authorized a contract with Adamson Industries in the estimated annual amount of $300,000 for police auxiliary equipment. Law enforcement auxiliary equipment and installation services are required to complete new Police and Fire vehicles before they are placed in service. The term of the contract is for one year with the option of two one-year renewals and is not due for renewal until March 1, 2008.

Due to the mandated requirements for Police and Fire vehicles, in addition to more in house outfitting rather than outsourcing, the anticipated expenditures during this contract have been exhausted. Additional components will be required to outfit vehicles that have already been received for the Police and Fire Departments.

In order to outfit these additional vehicles and to avoid any further delays, it is requested that the current contract with Adamson Industries be increased by an amount not to exceed $80,000.

This matter was reviewed by Deputy City Attorney Lori A. Conway on November ##, 2007 and Budget Management Officer Victoria Bell ...
