TITLE
Recommendation to direct the City Clerk Department to proceed with procurement of technology that will provide for the live webcast of non-City Council regular meetings that take place in the City Hall Council Chamber.

DISCUSSION
Beginning in January 2004, City Council meetings were broadcasted, webcasted, recorded, and then archived into the City's legislative system.

Although live webcast of Council standing committee meetings was not technically possible in 2004, committee meetings were recorded and archived in the City's legislative system via a stationary camera in the Council Chamber. Upon placement of standing committee meeting in the archive, meeting deliberations are viewable over the web.

Since 2004, meeting bodies that adopted the practice of recording and archiving of meeting deliberations include: the Redevelopment Agency Board, the Sustainable City Commission, Belmont Shore PBIA (audio only), Planning Commission, Cultural Heritage Commission, Airport Advisory Commission (audio only), Citizen Police Complaint Commission, and the Successor Agency and its Oversiqht Board. With archival of meeting videos, the public could view meeting deliberations one to three days after meeting adjournment.

By matching the legislative system with archived meeting videos, the City's level of transparency is very effective; however, there is an enhancement that will give the public ability to view and hear City Council standing committee and advisory body meetings in real time --live webcasts. With live webcast capability, the public and staff could view the foregoing meetings via personal computers, smart phones, and tablets, creating a more open and transparent system.

FISCAL IMPACT
The estimated cost for implementation of live webcast technology is $2,500 (one-time), with hosted vendor support of $100 per month.
