TITLE
Recommendation to receive and file report on attendance at the Independent Cities Association Conference on February 8 - 10, 2008, in Santa Barbara, CA.

DISCUSSION
On February 8 - 10, 2008, as the City of Long Beach's representative, I attended the Independent Cities Association Conference in Santa Barbara, CA: "What's Lighting Up Your City: Challenges and Tools for Independent Cities Association." The conference was Co-Sponsored by Police Chiefs' Association and the Independent Cities Association.

The Independent Cities Association is a 501(c)(3) non-profit, public benefit corporation that was established in 1961 by the full service cities in Southern California to represent the interests of the member cities collectively.

I found the conference to be very informative regarding twenty-first law enforcement technology, the proposed release of large numbers of prisoners from California Penitentiaries and the impact on local communities, and tools and techniques for City Officials to respond to media inquiries regarding disaster situation.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

Gerrie Schipske, Councilwoman, Fifth District
