TITLE

DISCUSSION
Because of the large quantity of construction projects existing in the City, the Workforce Development Bureau, in conjunction with the Long Beach Community College District, has developed a Construction Apprenticeship Pathways Program (CAP) to meet the construction industries' need for skilled workers.
 
CAP offers 10 weeks of Pre-Apprenticeship Construction training including Refinery Safety Overview (RSO) training, Hazardous Waste Operation and Emergency Response training (HAZWOPER), and CPWFirst Aid training. Participants also receive assistance on industry trends and employment, direct referrals to unions/employers, and continued career support while working. Long Beach Community College District (LBCCD) will provide two pre-apprenticeship classes for up to 25 students at a cost of $55,000 per class for the period of March 1 , 2005 through February 28, 2006. Outreach will focus on population living in high-crime, low-income areas (Police Beats 4, 5, and 7).
This letter was reviewed by Deputy City Attorney Everett L. Glenn on February 16, 2005 and Budget Management Officer David Wodynski on March 8,2005.
 
 
TIMING CONSIDERATIONS
City Council action is requested on March 22, 2005 to facilitate processing of the required documents.
 
FISCAL IMPACT
Sufficient funds to support this activity are budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). The
General Fund will not be impacted.
