DISCUSSION
For the past fourteen (14) years , the City of Long Beach , Department of Health and Human Services' Animal Control Division (Division) has provided animal control services to the City of Signal Hill. Under Agreement No. 26971 (Agreement), the Division provided full animal control services to the City of Signal Hill , including impounding and kenneling of animals, enforcement of animal control regulations and dog license canvassing. The Division also provides similar animal control services to the cities of Cerritos , Los Alamitos and Seal Beach under separate agreements. Agreement No. 26971 expired on June 30 , 2006 and the City of Signal Hill sought bids from other animal control agencies. Recently, the Division was notified that Signal Hill desired to renew the agreement for the provision of animal control services by the City of Long Beach. Long Beach residents will not be adversely impacted by a new agreement and the level of service provided by the Division will not be affected. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 16 2006 and Budget Management Officer David Wodynski on August 25 , 2006.
