TITLE
Recommendation to adopt resolution adopting a Conflict of Interest Code for the City of Long Beach.
DISCUSSION
The California Political Reform Act requires local governments to adopt conflict of interest codes for elected officials, city officers, employees, advisory board members and consultants. Compliance with the Reform Act is achieved by administration of a Conflict of Interest (COI) program that identifies designated positions and disclosure categories. In turn, designated positions (employees) are required to file Form 700 disclosure forms in three instances: [1] upon assuming office; [2] on an annual basis by April 1 st of each calendar year; and [3] upon leaving office. Currently, the COI program involves more than 1,200 filers and is administered by City departments and the City Clerk in a paper based mode.
The recommended action will: [1] streamline the filing process for designated filers, including the ability to store, pull forward, and edit prior year disclosure information; [2] automate and simplify filer compliance and monitoring; [3] establish a "full disclosure" policy for all designated positions; and [4] create the foundation for electronic filing of forms as early as 2011.
SouthTech Systems Incorporated will provide the software that will provide the foregoing benefits; and a brochure highlighting the software functionality of Disclosure Docs and eDisciosure is attached.
TIMING CONSIDERATIONS
Adoption of the recommendation action will allow the City Clerk Department to fully implement the provisions of the attached resolution and a rollout of system software to all City Departments.
FISCAL IMPACT
City Clerk Department FY 2010 Budget funds conduct of this program.
