TITLE

Recommendation to authorize City Manager, or designee, to execute an Affiliation Agreement, and any subsequent amendments, with Mt. San Antonio College of Walnut, California, for the City of Long Beach Fire Department to furnish clinical experience to paramedic trainees, for a term to continue until terminated by either party.  (Citywide)

 

DISCUSSION

The Long Beach Fire Department (LBFD) requests City Council approval to enter into an Affiliation Agreement with Mt. San Antonio College for the LBFD to furnish clinical experience to paramedic trainees.  LBFD would provide a 480-hour internship with clinical learning experiences providing primary 9-1-1 service.  The internship would also consist of a designated staff member to guide trainee assignments and activities, establish educational goals and objectives, and educate trainees on topics such as Blood-borne Pathogen Standards and Occupational Safety and Health Administration (OSHA) Regulations.

 

The Affiliation Agreement is beneficial to the City since it allows LBFD ambulance operators, seeking to become paramedics, the opportunity to complete their clinical internship with the LBFD.

 

The purpose of the Affiliation Agreement is to clearly state the goals and objectives of the training program and to properly indemnify both parties.   The agreement will terminate upon either party’s written notice.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on March 22, 2016 and Budget Management Officer Victoria Bell on March 23, 2016.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on April 19, 2016, to ensure the agreement is in place expeditiously.

 

FISCAL IMPACT

There are no costs to the City associated with this agreement.  There is no local job impact associated with this recommendation.
