DISCUSSION
City Council approval is requested to enter into a contract with Dutra Dredging Company for dredging the entrance to the Rainbow Harbor (Entrance). The U.S. Army Corps of Engineers (ACE) is in the final planning stages of a project to dredge approximately 185,000 cubic yards of material from the Federal Channel in the Los Angeles River Estuary. The Entrance is not part of the Federal Channel, and is outside of the area maintained by the ACE. This area has shoaled to the point that tall ships entering and exiting Rainbow Harbor are finding it difficult to operate, and have occasionally run aground. Rainbow Harbor is homeport to two tall ships, and is host to at least two public tall ship events per year. An engineering analysis has determined that approximately 27,000 cubic yards of silt must be dredged to create a depth of 15-feet at the entrance to Rainbow Harbor.
