TITLE

DISCUSSION
The Long Beach Rowing Association (LBRA) promotes, and is directly involved with, various free rowing events. These free rowing events are meant to spread awareness of the sport and provide a recreational opportunity for the residents of Long Beach.

LBRA has requested that fees be waived for a half-day use of Marine Stadium, in an amount not to exceed $510, for the Learn to Row Day on June 2, 2018. This rowing event attracts visitors and spectators from Long Beach and various Los Angeles and Orange County cities. In addition, it provides a great source of camaraderie among club members, as they have the opportunity to share their passion for rowing with the general public. This will be the sixth consecutive year in which the event is held, and it is enthusiastically received with an attendance typically ranging between 120-150 people. The benefits of promoting the sport of rowing to the community outweigh the revenue loss resulting from the waived half-day use of Marine Stadium. This event is consistent with the Department of Parks, Recreation and Marine’s partnering policy to support organizations that provide a service to the community and its residents by promoting the use of Long Beach waterways.

This matter was reviewed by Deputy City Attorney Linda T. Vu on April 12, 2018 and by Revenue Management Officer Geraldine Alejo on April 16, 2018.

TIMING CONSIDERATIONS
City Council action is requested on May 8, 2018, to reserve the half-day use of Marine Stadium prior to the start of the event.

FISCAL IMPACT
The value of the fee waiver shall not exceed $510. Additional revenue specifically related to Marine Stadium rental during the event is not anticipated as part of the current budget....
