TITLE
Recommendation to authorize City Manager to post signs restricting parking at 18 parking spaces at the Billie Jean King Tennis Center, to two-hour time periods, beginning at 7:00 a.m. and ending at 10:00 p.m., pursuant to Long Beach Municipal Code Section 10.24.090. (District 3)

DISCUSSION
The Billie Jean King Tennis Center (Tennis Center) is located in Recreation Park, across the street from Wilson High School (WHS). A map of this area is provided (Attachment A). WHS students have been utilizing the spaces in the Tennis Center parking lot at the northwest corner of 10th Street and Park Avenue, making it difficult for Tennis Center patrons to park. The Tennis Center is also adjacent to Blair Field, and patrons of the stadium can also utilize the Tennis Center parking during events in the stadium.

Parking at the Tennis Center parking lot is currently restricted to two-hour time periods, beginning at 9:00 a.m. and ending at 6:00 p.m. Under currently posted restrictions, WHS students are able to park their cars prior to the start of classes at 7:45 a.m., move their cars at lunch at 11 :00 a.m., and avoid violating the restrictions. Since parking enforcement doesn't begin until 9:00 a.m., changing the starting time of the parking restriction would prevent WHS students from parking their cars in the Tennis Center lot for the entire morning, and would leave more parking available for Tennis Center patrons. As the restrictions currently end at 6:00 p.m., patrons of games at Blair Field can park for the three to four-hour duration of baseball games, precluding use by Tennis Center patrons. These changes will only apply to half of the 36 Tennis Center diagonal spaces facing the tennis courts adjacent to Deukmejian Drive, in order to test the effects of the change.
