TITLE
Recommendation to authorize City Manager to execute a Facility Use Permit for the County of Los Angeles Department of Public Social Services (DPSS) to provide services at the Multi-Service Center for the homeless for a period of three years.  (District 1)
 
DISCUSSION
The Department of Health and Human Services (DHHS) is the lead operator of the Multi-Service Center for the Homeless (MSC) located at 1301 and 1327 West 12th Street. The City of Long Beach operates the facility and provides core services to the homeless, including case management, outreach, intake, and assessment. Additional services at the MSC are provided by several local agencies that occupy office space at the MSC site. The agencies must execute Facility Use Permits with the City. The Facility Use Permits are valid for a period of three years. The DHHS is requesting a Facility Use Permit for the County of Los Angeles Department of Public Social Services to provide greater access for the homeless to benefits such as General Relief, CalWorks and Temporary Aid to Needy Families (TANF).
 
This matter was reviewed by Deputy City Attorney Lori Conway on March 8, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on March 12,2007.
 
TIMING CONSIDERATIONS
City Council action is requested on April 3, 2007 to allow the Facility Use Permits to begin as of April 4, 2007 and continue through February 28, 2010.
 
FISCAL IMPACT
The Facility Use Permits are granted at no fee or charge to the agencies. As lead operator of the MSC, the DHHS is responsible for utilities and facility costs, sufficient funds for which are budgeted in the Health Fund (SR 130) and the Department of Health and Human Services (HE).
