TITLE
Recommendation that budget hearings shall be set for September 10 and 14, 2009, at times convenient ot the public.
DISCUSSION
As of September 1, 2009, the City Council has failed to hold a single budget hearing at which Council Members have the opportunity to vote on restoring or further cutting the proposed FY 2010 budget. This opportunity requires sufficient time in which to present the proposed restoration or cut and to receive information in return from City management staff as to the feasibility and impact of such proposals.
Because of the complexity of the budget and the fact that the City Charter requires adoption of a balanced budget not later than September 15, it is important that the City Council meet as often as necessary to allow deliberation and voting.

Approve recommendation.
