Recommendation to authorize City Manager to execute an agreement, any subsequent amendments thereto, and any related necessary documents to provide parking processing services to Long Beach City College District (LBCCD) for a period of two years with an option to extend this agreement for three additional one-year terms.

DISCUSSION
Since August 1, 2008, the Long Beach Police Department has provided law enforcement and security services for the Long Beach City College District (LBCCD) campuses under Agreement for Law Enforcement Services #31078. This agreement has recently been negotiated for an additional three-year term.
This contracting-in agreement enables Long Beach police officers and LBCCD personnel to issue citations for parking violations on its facilities. In addition, since January 21, 2004, the City has been processing parking citations issued on the various LBCCD campuses in the same manner and to the same extent that the City processes parking citations issued elsewhere in the City. A new agreement has been negotiated for the proposed term for parking citation processing services.
The major terms and conditions of the new agreement include payment for the City’s direct costs, as consideration for processing LBCCD parking citations. The City will receive a 10 percent share of the net revenue derived from parking citations issued at the LBCCD. “Net revenue” is defined as that portion of the revenue derived from parking citations that remains after deducting the total cost to the City, including the State of California surcharge remunerated to the Municipal Court for each parking citation paid, as well as fees paid to the Department of Motor Vehicles.
