TITLE

DISCUSSION
In December 2010, the Department of Parks, Recreation and Marine (PRM) received a proposal from Lakewood Village Little League (LVLL) to furnish and install infield and sideline turf, including necessary irrigation, at Heartwell Park, Ball Field Number 12 (Attachment A).

On January 20, 2011, the Parks and Recreation Commission approved the proposed improvements and recommended that the City Council approve a right-of-entry permit and accept the in-kind donation of planning, labor, and materials, equivalent to approximately $9,000 (Attachment B). LVLL will be responsible for obtaining all applicable building and construction permits, as required by law.

While the installation of turf will be a noticeable improvement to the field, because of increases in water costs and diminishing budgets, PRM cannot undertake any new turf areas that require regular irrigation. LVLL understands that, in addition to bearing all costs associated with the installation of turf, they will be subject to pay future water cost recovery fees to PRM for irrigation water use. Further, LVLL understands that, if Heartwell Park falls under any interruptible or other special water rates in the future, they will be subject to all additional water restrictions or service interruptions that may be imposed by the Long Beach Water Department or by PRM. PRM will be responsible to mow the turf as part of the regular park maintenance schedule.
