TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the First Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to Five Keys Schools and Programs in support of the Long Beach CAP Alliance; and

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000 to offset a transfer to the City Manager Department.

DISCUSSION
Five Keys Schools and Programs is a 501(c)(3) organization that is a fiscal sponsor for the program Long Beach Community Action Partners Alliance (LBCAP Alliance). LBCAP Alliance, is the Long Beach chapter of the Community Action Partners Alliance, which is a collection of organizations across Southern California that have an interest in Re-entry efforts such has education, housing, drug treatment, expungement, job development and any resource that helps a returning citizen as they adjust back into the community.

From July 11-16, 2022 LBCAP Alliance held their inaugural Long Beach Reentry Week. Events featured during that week included a panel discussion on the realities of being formerly incarcerated in Long Beach, a job fair hosted by Pacific Gateway, an expungement clinic, and a resource fair. Caring for and helping those in our community that are formerly incarcerated is important so that we as a city can reduce recidivism, and prevent the negative cycle caused by incarceration from ever occurring. LBCAP Alliance’s Long Beach Reentry Week provided a significant benefit to formerly incarcerated residents in Long Beach as well as the greater community and it is appropriate for the City Council to support Five Keys Schools and Programs in support of the Long Beach CAP Alliance.
