TITLE

DISCUSSION
City Council approval is requested to amend the agreement entered into on November 22, 2005 with West Coast Sand & Gravel for furnishing and delivering rock, sand and crushed aggregate in the amount of $375,000. The amendment is for an increase of $75,000 due to the need to include the Department of Parks, Recreation and Marine. When City Council approval was sought on November 22, 2005, the project estimates for the Department of Parks, Recreation and Marine were inadvertently excluded in the final contracted amount.
Departments currently participating in the contract include Gas and Oil, Harbor, Public Works, and Water. The request is to increase the contract amount by $75,000, which will bring the total contract amount to $450,000, plus a 10 percent contingency.

The City of Long Beach is currently exercising its second and final renewal; the contract term will expire December 23, 2008. The Department of Financial Management Purchasing Division is preparing an Invitation to Bid that will be conducted in October of 2008 for this commodity.

The bid was advertised on July 7, 2005, and eight potential bidders specializing in rock, sand and crushed aggregate were notified; one was a Minority-owned Business Enterprise (MBE), one was a Women-owned Business Enterprise (WBE), none were Long Beach businesses, and none were certified Small Business Enterprises (SBEs). West Coast Sand & Gravel of Buena Park, CA was the lowest responsible bidder.

This item was reviewed by Deputy City Attorney Amy R. Burton and Budget Management Officer Victoria Bell on July 21, 2008.
