Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments between the City of Long Beach and the Los Angeles County Department of Mental Health to provide integrated primary care behavioral health services for eligible HIV-positive individuals under the Healthy Way Los Angeles Mental Health Integration Program (MHIP). (Citywide)
DISCUSSION
Since 1988, the City of Long Beach Department of Health and Human Services (Health Department) has been providing clinical treatment services to persons with HIV/AIDS. The Health Department provided HIV/AIDS care to over 275 individuals last year.
The Los Angeles County Department of Health Services (County) is a participant in the Healthy Way LA (HWLA) Program, which provides no-cost healthcare coverage to low-income uninsured adult citizens and legal residents. An agreement between the City and the County Department of Health Services for the HWLA was approved by the City Council on November 15, 2011. HWLA mandates the provision of mental health services to eligible HIV-positive patients. A separate City Council approval is required because the mental health services agreement is under the oversight of the Department of Mental Health. This fee-for-service contract shall be effective from the date of execution through December 31, 2014.
The Mental Health Integration Program (MHIP) will enable the Health Department to provide a full array of mental health treatment options depending on the patient’s level of need. The MHIP contract will allow the Health Department to ensure continuity of comprehensive care for its HIV patients. This agreement is a fee-for-service contract and reimbursement rates are based on Medi-Cal and Medicare. It is estimated that up to $43,271 in services will be provided under this agreement.
