DISCUSSION
On December 15, 2014, the City of Long Beach (City) was awarded $3,000,000 in funding from the Bloomberg Philanthropies to develop and implement a City Innovation Team (i-team), to investigate and develop strategies that improve local economic development.

As part of this work, the i-team contracted with Beacon Economics, LLC (the Contractor) in an amount not to exceed $94,000 to assist with the review of employment data collected by the EDD, on a quarterly basis through March 31, 2019. This data will be used to inform City initiatives that help start and grow businesses in the city. EDD requires the City and the Contractor to agree to data security protocols, among other items to maintain confidentiality to employers and prevent misuse of employment data. The i-team, in the Office of the City Manager, will work with City departments to carry out the scope of the agreements with the Contractor and EDD, which includes the security of confidential employment data.

This matter was reviewed by Deputy City Attorney Amy Webber and by Budget Management Officer Victoria Bell on April 4, 2016.

TIMING CONSIDERATIONS
City Council action is requested on April 19, 2016 to allow EDD to release employment data to the Contractor. EDD requires all documents to be executed before data is released to contractors on behalf of the City.

FISCAL IMPACT
