TITLE

Increase appropriations in the Capital Projects (CP) Fund in the Public Works (PW) Department by $65,000, offset by revenue received from the City of Bellflower. (District 9)

DISCUSSION
On December 2, 2014, the City Council authorized the City Manager to negotiate an agreement with the City of Bellflower (Bellflower) to undertake a traffic study at the intersection of Downey Avenue and 64th Street for the purpose of determining if installation of a traffic control device at this intersection is warranted.

The traffic study was prepared by Iteris Traffic Engineering Consultants and accepted in mid-2015 by Bellflower and the City of Long Beach. Since then, both cities have moved forward to develop a traffic signal design mutually beneficial to both agencies and residents in the immediate intersection vicinity. Geographically, the intersection is located 75 percent within Bellflower and 25 percent within Long Beach (Exhibit A).

At Bellflower’s June 26, 2017 City Council meeting, the City voted and approved the foregoing terms.

Long Beach will be responsible for all soft costs related to design, inspection, administration, and construction. After receiving City Council approval, the installation of a traffic signal at the intersection of Downey Avenue and 64th Street will become part of a larger traffic signal project that will be advertised in the fall of 2017. Construction is estimated to be complete in 2018.

TIMING CONSIDERATIONS
City Council action is requested on September 5, 2017, to expedite the installation of the new traffic signal.
