TITLE
Recommendation to, by motion of the City Council, request City Attorney to update the City code concerning the painting of house numbers on curbs.
DISCUSSION
House numbers painted on curbs provide important information for police and fire responders. Painting house numbers on curbs is usually done at the time a home is built and can be done by residents, community groups -as part of their fundraising and service projects, and by independent contractors as a source of revenue. It has been a while since the City of Long Beach updated its ordinance regarding who can lawfully paint house numbers on curbs and how they can obtain a business license or permit to do so. The intent of the original ordinance was to make certain that individuals did not harass residents into paying for the repainting of house numbers on curbs and that house numbers are painted in a uniform manner. The contact point for the issuance of a permit has been the Chief of Police, The City of Cypress has issued its" Requirements for House Numbers Painting on Curbs" (see attachment) which are clear and concise and which can be utilized to update the City of Long Beach's code. While the City of Cypress's City Clerk processes permits for this activity, it more appropriately should be done in Long Beach by the Business License staff.
FISCAL IMPACT
Making the City's requirement for local community groups and independent contractors to paint house numbers on curb consistent with other localities may result in more groups wanting to provide this service to Long Beach homeowners.
