TITLE
Recommendation to approve the City Attorney's release of documents previously withheld relating to the proposed exchange of property between LCW, LLC and the City of Long Beach.
DISCUSSION
A public records request was made several weeks ago asking for all documents in whatever format relating to the proposed exchange of property at Second and Pacific Coast Highway for the City's Public Service Yard. Several hundred pages of documents (e-mails) and a cd-disk full of reports were released to the requestor. Other documents were withheld by the City Attorney's office.
A review of the released documents and reports indicates that considerable information was given by City staff to the other party regarding the possible terms and conditions of the transaction that was originally scheduled for approval by the City Council, but at the last minute schedule to by-pass City Council approval and delegating approval to the City Manager.
Because the full City Council and the public were never made aware of the informational exchanges between City staff and the other party to this transaction and because the City Council and public have not been given all information and documents received and generated by city employees and elected officials regarding this transaction, it is imperative that the documents previously withheld, now be released.

Approve recommendation.
