TITLE
Recommendation to adopt Specifications No. PA-00908 and award contract to ProForce Law Enforcement for 190 Springfield Operator Pistols, Model No. PX9105MLP, in the estimated amount of $213,569 plus a 10 percent contingency if necessary, for a one time purchase. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with ProForce Law Enforcement for 190 Springfield Operator Pistols in order to maintain operational capability for the Long Beach Police SWAT team and Police Academy. It has been determined the current Para Ordnance pistols used by the SWAT team and Police Academy Recruits have exceeded their service life and are in need of replacement due to malfunctions, metal fatigue and parts breakage.
The bid was advertised on February 20, 2008 and five potential bidders were notified of the bid opportunity. The bid document was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonqbeach.qov/purchasinq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Bids were opened on February 28, 2008. ProForce Law Enforcement, of Prescott, AZ (not a MBE, WBE, local or SBE), is the lowest responsible bidder.

TIMING CONSIDERATIONS
City Council action to adopt Specifications PA-00908 and award a contract concurrently is requested on April 7, 2008 to expedite the purchase of the pistols and maintain operational capability for the Long Beach Police SWAT team, and to continue Police Academy Recruit firearms training and field deployment.
FISCAL IMPACT
