TITLE
Recommendation to adopt Plans and Specifications No. R-6702 for the Improvement of Carson Street from Bellflower Boulevard to the Long Beach Towne Center; and authorize City Manager to execute a contract with R. J. Noble Company, the lowest responsible bidder, in an estimated amount of $2,197,098 plus a 25 percent contingency amount, if necessary. (District 5)
DISCUSSION
The infrastructure on Carson Street from Bellflower Boulevard to the Long Beach Towne Center is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root pruning trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint.
City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of this project. The project was advertised for bid on August 3, 2007, and the bids were opened on August 29, 2007. The initial low bidder, All American Asphalt, failed to provide the required list of subcontractors at the time bids were opened and was subsequently declared non-responsive. It is therefore recommended that the award of the contract be made to the next lowest bidder, R. J. Noble Company.

This matter was reviewed by Deputy City Attorney Lori A. Conway on September 11, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on August 30, 2007. In accordance with the California Environmental Quality Act, Categorical Exemption No. CEP-474-04 has been issued for this project.
