Recommendation to adopt Specifications No. ITB PD-14-072 and award a contract to Advanced Training Systems, Inc., of St. Paul, MN, for the purchase and installation of a Range Targeting System, in a total amount not to exceed $226,831, inclusive of tax and fees. (Citywide)
DISCUSSION
The Training Division of the Long Beach Police Department (PD) operates a Pistol Range at its facilities located south of the Long Beach Towne Center and adjacent to EI Dorado Regional Park. The Pistol Range is used by Police Officers to maintain their firearms certifications, for the Advanced Officer Training Course (AOTC), and to train Police Recruits as part of the intensive Basic Academy. The Pistol Range is additionally utilized by personnel in the Parks, Airport, and Harbor Departments, as well as outside agencies, such as the California State Highway Patrol.
The PD's current Range Targeting System was installed in the mid-1970's and is in need of replacement. The existing paper target system uses stationary targets to test an officer's firearm accuracy. Modern targeting systems are designed to additionally improve officer judgment, threat recognition, and awareness of their surroundings. The Range Targeting System includes portable battery-powered targets which can be used offsite. This allows for training in different urban environments including the Port Complex.
The bid was advertised in the Press-Telegram on March 26, 2014, and 4,357 potential bidders specializing in safety and security products were notified of the bid opportunity. Of those bidders, five downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing.
