Recommendation to adopt Plans and Specifications No. RFP DV16-149 for the preparation of a Climate Action and Adaptation Plan; award the contract to AECOM Technical Services, Inc., dba AECOM, of Orange, CA, in an amount of $359,719, authorize a 15 percent contingency in the amount of $53,958, for a total contract amount not to exceed $413,677; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto. DISCUSSION
City Council approval is requested to enter into a contract with AECOM Technical Services, Inc. (AECOM), to prepare a Climate Action and Adaptation Plan (Plan). The Plan will establish a framework to reduce greenhouse gas (GHG) emissions and prepare for the impacts of climate change. The City of Long Beach (City) aims to address climate change in an inclusive fashion that meets legal obligations while improving the quality of life and economic prospects of residents, businesses, and visitors.
The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on June 15, 2016, and 5,202 potential proposers specializing in professional environmental services and project management were notified of the RFP opportunity. Of those proposers, 85 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing
. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.
