Recommendation to authorize City Manager to sign all documents necessary to execute a contract with KOA Corporation, for the preparation of Plans, Specifications and Estimates (PS&E) for the East-West Bikeway Connections and Signage Program Project, in an estimated amount of $98,350, and to execute any necessary amendments thereto relative to term; and increase appropriations in the Gas Tax Street Improvement Fund (SR181) in the Department of Public Works (PW) in the amount of $63,000. DISCUSSION
On December 19, 2000, the City Council authorized the City Manager to apply for and accept grant funds through the 2001 Metropolitan Transportation Authority's (Metro) Call for Projects, which provided funding for projects over a six-year period from FY 02 to FY 07. The East-West Bikeway Connections and Signage Program was one of the projects awarded funding in the latter years of the Call for Projects funding program ending FY 07. The City must expend these funds for PS&E by June 30, 2008 and begin construction of this project by December 31, 2008.

Three specific components of this project are: (1) the Downtown/Alamitos Bikeway, (2) the California State University, Long Beach (CSULB) Bikeway, and (3) the Bike Signage and Stenciling Program. Each is described below as shown on the attached map:

(1) The Downtown/Alamitos Bikeway will provide a route for cyclists through the southern portion of the City linking downtown with the southeastern portion of the City, with linkages to the Orange County bike route system, the San Gabriel River Bike Path, Alamitos Bay and the City of Seal Beach bike route system.

(2) The CSULB Bikeway will provide a route for cyclists between the Ximeno Avenue at Atherton Street intersection and the San Gabriel River Bike Path. The most important function of this bikeway will be to provide a link between CSULB and the San Gabriel River Bike Path.
