DISCUSSION
The Board of Harbor Commissioners approved, at its meeting on January 8, 2007, the construction of the Security Command and Control Center (Center). The Center will provide a central location for security monitoring and emergency operations for the Port's Security Division, Long Beach Police Department, U.S. Coast Guard, Port of Los Angeles, Customs and Border Protection, and other law enforcement agencies.
Operations of the Center will include surveillance systems monitoring, pre-event planning, response programming, and regional coordination of Port security events. The construction of this facility is anticipated to be completed in October 2008.

This facility is equipped with a helistop pad and the Port is in the process of obtaining a permit to operate this helistop from the Office of Airports California Department of Transportation Division of Aeronautics. One of the application requirements as defined in the California Code of Regulations is to provide documentation of approval of the plan for construction by either the Board of Supervisors of the county or the City Council of the city (as appropriate) in which the helistop is to be located. This is typically done by adopting a resolution. The Port was informed recently that the Board of Harbor Commissioner's approval of the project did not fully satisfy regulation that specifically requires, "approval of the plan for construction by ... the City Council... ."

In the interest of expediency, we have taken the liberty of requesting the City Attorney's Office to prepare a Resolution of Approval for your consideration and City Council adoption. We respectfully request that you support and adopt the Resolution of Approval, approving the plans of construction.
