DISCUSSION
McDonnell Douglas Corporation, c/o Boeing Realty Corporation, has filed an application for Facility/Pipeline Permit Supplement No. S-14-06, under existing Facility/Pipeline Permit No. P-82-58, to install approximately 2,237 feet of one to six-inch piping. This installation will provide groundwater monitoring by extracting groundwater and delivering it to an off-site treatment system. The groundwater may be treated and injected back into the subsurface. The piping will be for transporting the groundwater and for power and control of pumps and valves. The location of the proposed piping will be inside and outside the Douglas Park development, as shown on the attached vicinity map. The piping will be in existing City street rights-of-way and in property that will soon be dedicated City street rights-of-way.

The Department of Public Works reviewed the application and found the proposed piping to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. Traffic control requirements stipulated by the Traffic and Transportation Bureau will be made a part of the special conditions for the excavation permit. Liability insurance and a bond for faithful performance will be processed, following City Council authorization of the permit supplement. This project is categorically exempt, in accordance with Section 15301 of the California Environmental Quality Act.

This matter was reviewed by Deputy City Attorney Lori A. Conway on November 15, 2006.
