DISCUSSION
City Council approval is requested to authorize the City Manager to execute amendments to the interim Purchase Orders (PO) with Pedal Movement, LLC (Pedal Movement), for maintenance and operation of the Bike Share Program.

In August 2017, the City engaged Pedal Movement to assist with delivery of services related to the City’s Bike Share Program due to their intimate knowledge of bike share operations as the City’s current Bike Share Operator until a Request for Proposals (RFP) for these services could be issued. On November 14, 2017, the City Council approved an increase in appropriation authority for a total amount not to exceed $282,000 under PO No. BPPW1700060 and POPW17000012.

To ensure service continuity until a new contract is in place, it is requested that the terms of purchase orders be extended to December 31, 2018, with an increase in appropriation authority of $250,000 for a total amount not to exceed $532,000. The proposed amendment will provide adequate time for the Department of Public Works and the Purchasing Division to complete the formal procurement process for the Bike Share Program and award a new contract. An RFP was released by the Purchasing Division, with responses due the end of May.
