(Citywide)

DISCUSSION
City Council approval is being requested to enter into an annual contract to furnish and deliver sprinkler and irrigation materials to support ongoing landscape maintenance and secure pricing at the highest possible discount available based on historical volume.

The bid was advertised on March 3, 2006, and 17 potential bidders were notified of the bid opportunity; two are Minority-owned Business Enterprises (MBEs), one is a Women-owned Business Enterprise (WBE), and two are Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division’s website at www.Ibpurchasincl.orq. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 32 local, minority and women’s business groups. Bids were opened on March 23, 2006. Aqua-Flo Supply of Torrance, CA, was the lowest responsible bidder.

This matter was reviewed by Deputy City Attorney Donna F. Gwin on February 22, 2006 and Budget Management Officer David Wodynski on April 13,2006.


TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01 006 and award the contract concurrently is requested on May 2, 2006 to ensure that a contract is in place expeditiously.

FISCAL IMPACT
The cost of this contract, in the amount of $130,000, is budgeted in various funds in the Public Works (PW), Parks, Recreation and Marine (PRM), Harbor (HD), and Water (WD) departments.
