TITLE
Recommendation to adopt Plans and Specifications No. R-7066 for traffic signal installation at four intersections; award the contract to PTM General Engineering Services, Inc., of Riverside, CA, in the amount of $711,011, authorize a 10 percent contingency in the amount of $71,101, for a total contract amount not to exceed $782,112; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and
Accept Categorical Exemption No. CE-14-037. (Districts 1,2,9)
DISCUSSION
City Council approval is requested to enter into a contract with PTM General Engineering Services, Inc. (PTM), for the installation of four traffic signals at the following locations:
1. 3rd Street and Lime Avenue
2. 4th Street and Obispo Avenue
3. Downey Avenue and 64th Street/Cedar Street
4. Bellflower Boulevard and Walnut Street
Installation of traffic signals at these locations (Exhibit A) will improve safety for pedestrians, bicyclists, and motorists. A Maintenance Agreement with the City of Bellflower related to the shared intersection at Downey Avenue and 64th Street/Cedar Street was approved by the City Council on September 5, 2017 (Exhibit B).
This bid was advertised in the Long Beach Press-Telegram on November 13, 2017, and 4,586 potential bidders specializing in civil engineering and construction services were notified of the bid opportunity. Of those bidders, 37 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing
