TITLE

DISCUSSION
City Council approval is requested to authorize the City Manager to enter into a contract with Prudential Overall Supply, for uniform rental services. The Departments of Airport, Gas and Oil, Harbor, Health and Human Services, Library, Police, Parks, Recreation and Marine, Public Works, Technology Services and Water use the uniform rental services for their everyday operations and to ensure employee safety. Upon award of the proposed contract, a two-month-long transition period will commence, during which Prudential Overall Supply will determine the service schedule for each site location, size all using City employees, and order and provide new uniform garments.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

The Purchasing Division investigated procurement options and learned that the City of San Diego had completed a Request for Proposal process for uniform rental through the National Intergovernmental Purchasing Alliance Company (National IPA), and has a contract with Prudential Overall Supply that meets the City’s needs. This cooperative purchase agreement will allow the City to obtain competitive pricing due to increased buying power.
