Recommendation to authorize City Manager to execute a Memorandum of Understanding between the Department of Parks, Recreation and Marine, the Department of Public Works, and the Harbor Department with regard to the placement of dredge material from Alamitos Bay Marina Basin 5, the Peter Archer Rowing Center dock, and the Leeway Sailing Center dock into the Middle Harbor East Basin fill site of the Port of Long Beach. DISCUSSION
City Council approval is being requested for the Department of Parks, Recreation and Marine (PRM) and the Department of Public Works (PW) to enter into a Memorandum of Understanding (MOU) with the Harbor Department to place dredge sediments from the Alamitos Bay Marina rebuild project, the Peter Archer Rowing Center dock, and the Leeway Sailing Center dock into the Middle Harbor East Basin fill site of the Port of Long Beach.
The rebuild of the Alamitos Bay Marina includes dredging marina basins to the original design depths. In evaluating the dredging process, it was determined that the sediment in Basin 5 would require more extensive and costly testing in order to determine if the material was suitable for ocean disposal. In addition, sediment under the dock at the Peter Archer Rowing Center is damaging the dock and must be removed. Moreover, accreted sediment around the Leeway Sailing Center dock is limiting boating and sailing access. Therefore, it was determined that a more cost effective and environmentally friendly solution to the removal of the dredged material in question is placement in the Middle Harbor East Basin. Such disposal is the preferred option of the regulatory agencies which govern dredging in Los Angeles County. Requisite regulatory agencies, the Harbor Department, PW, and PRM have all agreed that the sediment from these projects can be placed in the Harbor Department’s Middle Harbor East Basin fill site.
