TITLE

Recommendation to authorize City Manager to execute an agreement, and any subsequent amendments, with CARFAX, Inc., to provide the Police Department access to the CARFAX Police Crash Assistance Program for a period of one year, with automatic one-year extensions, unless terminated by either party by written notice of not less than 90 days.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a data sharing agreement with CARFAX, Inc., in order to enhance investigative abilities of the Police Department (PD).  CARFAX, Inc., is a company that compiles traffic collision data and other vehicle related information, which is received from vehicle manufacturers, insurance companies and other police departments.  CARFAX, Inc., also provides to law enforcement agencies the ability to participate in their Police Crash Assistance Program, which allows access to their Vehicle History Services and their Investigative Data Sharing Program.  The initial agreement will be for a one-year period, with automatic one-year extensions, unless terminated by either party with written notice of not less than 90 days.  There is no cost to participate in the program.

 

Access to this information will aid PD’s investigative efforts to solve criminal cases involving automobiles, as well as enhance investigative abilities with respect to other types of cases.

 

This matter was reviewed by Deputy City Attorney Kendra Carney on September 3, 2015, and by Budget Management Officer Victoria Bell on August 14, 2015.                                                                                    

                     

TIMING CONSIDERATIONS

City Council action on this matter is requested on September 22, 2015 in order to expedite the agreement in a timely manner.

There is no fiscal impact or local job impact associated with this recommendation.
