TITLE
Recommendation to authorize City Manager to approve an agreement for maintenance of the landscape area within State Highway Right-of-Way and execute a maintenance agreement with the State of California for proposed landscaping along State Highway Route 1 (Pacific Coast Highway) and Loynes Drive, adjacent to Jack Nichol Park in the City of Long Beach. (District 3)
DISCUSSION
In July 2003, the Development of Basin 8 Marina was completed. The Basin 8 Marina project included a park access road, parking lot, boat owner's restroom, and boat docks.
The second phase of the project is the construction of Costa del Sol Park, which has since been renamed as Jack Nichol Park. Construction of Jack Nichol Park on vacant City property, located at 6262 Pacific Coast Highway, is now in progress. Contract scope of work includes grading, export and disposal of existing dredge fill material, soil treatment, import of new topsoil, and construction of a storm drain system. The park is designed for passive use with hardscaping, landscaping and irrigation.
Site plan review and local coastal development permit conditions of approval of the project include requirements to improve an adjacent area between Costa del Sol Drive and Pacific Coast Highway, which is located within the State Highway Right-of-Way.
Improvements of the small area include landscape planting with lawn/ground covers and street trees, and installation of an irrigation system.
The City of Long Beach completed plans for landscape improvements and has submitted construction and encroachment permit applications to the State. In order for the City to begin landscape improvements and prior to issuance of permits from the State, it is necessary for the City of Long Beach to enter into a maintenance agreement with the State of California. The maintenance agreement will require the City of Long Beach to maintain the landscaped area in perpetuity.
