TITLE

Increase appropriations in the General Grants Fund Group in the Police Department by $15,660, offset by grant revenue. (Citywide)

DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to receive and expend grant funding from the Board of State and Community Corrections (BSCC). LBPD was awarded grant funding from the BSCC Mental Health Training grant in the amount of $15,660. The grant program provides funds for a statewide mental health training initiative to provide critical training to detention personnel. Detention personnel assigned to work at the LBPD Jail participate in the BSCC Standards and Training for Corrections (STC) program and are qualified to receive mental health-related training funded by the BSCC grant. This grant may also be used for STC certified training. The grant may fund online training, single classes or multiple courses, that include content such as signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, de-escalation techniques, suicide prevention, as well as other mental health-related content.

This matter was reviewed by Deputy City Attorney Sarah E. Green on March 27, 2020 and by Budget Management Officer Rhutu Amin Gharib on March 30, 2020.

TIMING CONSIDERATIONS
City Council action is requested on April 21, 2020, to expedite use of the grant funds.

FISCAL IMPACT
