Recommendation to authorize City Manager to execute the First Amendment to Contract No. 30629 with Kleinfelder West, Inc., of Long Beach, California, to increase the contract amount by $1,750,000 for as-needed Certified Materials Testing and Inspection for Public Works infrastructure and facility projects. (Citywide)
DISCUSSION
On September 4, 2007, the City Council authorized the City Manager to execute a contract with several professional firms, including Kleinfelder West, Inc., to provide asneeded Certified Materials Testing and Inspection for capital projects related to facility, and infrastructure improvements. These as-needed services include, but are not limited to, concrete, masonry, aggregate, asphalt, soil and metal testing, environmental sampling and other related testing, in accordance with Federal Highway Administration (FHWA) and Environmental Protection Agency (EPA) standards, and other general laboratory materials tests and quality control that require inspectors who are certified for these specialties.
The City is in the process of constructing well over $20 million in projects awarded by the FHWA and EPA, under the American Recovery and Reinvestment Act of 2009 (ARRA). The ARRA requirements for use of these funds mandate very specific material inspections and certifications that can only be done through a certified lab. Because of the ARRA expenditure timing constraints, there is insufficient time to utilize a Request for Proposal (RFP) process to obtain these services. Of the firms currently under contract with the City referenced above, Kleinfelder West, Inc., has a local Long Beach office and is the only local firm currently under contract with a properly certified lab for the type of testing required.
